In short, anyone who is selling, leasing or renting out a building.

Who can ask to see an EPC?

• Prospective buyers in the case of properties for sale
• Prospective lessees in the case of properties for lease
• Prospective tenants in the case of properties for rent
• Trading Standards Department of Gwynedd Council in all cases

There is a legal duty to produce the certificate within 7 days of a request from a Trading Standards Officer. He or she can ask to see the certificate up to 6 months from the last day the certificate was required.

Who can issue an EPC?

Only registered Domestic Energy Assessors and registered Home Inspectors are entitiled to issue an EPC for existing dwellings.
